This project was initially scoped as a concrete pavement restoration.  We completed a detailed engineering assessment and life-cycle cost analysis and determined that full replacement of the existing concrete overlay would offer a much better long-term solution to a rapidly deteriorating road surface for a significantly lower cost per year per lane-mile. The geotechnical report and pavement analysis showed that the concrete patching would have a very short design life and result in an annualized cost of approximately three times that of reconstruction.

The revised scope of the project included concrete overlay replacement for 5.6 miles of I-69, including full-depth concrete replacement at multiple bridge approaches, full replacement and raising of the bridges carrying I-69 over SR 18, and thin deck overlays of the bridges over Tippey Ditch, Baker Ditch, and CR 450 N/NS Railroad.
