The CTH M project in Middleton, Wisconsin, received a 2025 Wisconsin Department of Transportation (WisDOT) Excellence in Construction Award in the Grading category. The CTH M corridor is a vital commuter artery linking Madison and Middleton through the scenic Town of Westport. This transformative project reimagined the existing two-lane highway into a modern four-lane divided facility, complemented by a multi-use path spanning approximately 2.5 miles. Despite the complexity, traffic flow was maintained throughout construction, with only strategic, short-term closures during critical phases.
Executed in five meticulously planned stages, the project encompassed a new bridge structure, re-decking and rehabilitation of an existing bridge, extension of a timber boardwalk, expansion of a dual-cell box culvert, installation of advanced traffic signals, and numerous environmental-sensitive components. Grading operations were particularly demanding, involving common excavation, marsh excavation extending down 20 feet, wetland mitigation excavation, and structural excavation for bridges and culverts. The marsh excavation required precision and patience, with a surcharge in place for 4 months – later extended by 2 months because of an unexpected wetland bulge beyond the slope intercept.
The contractor demonstrated exceptional adaptability, navigating utility delays and environmental constraints while maintaining momentum to complete reconstruction before the 2024 winter shutdown. The resurfacing phase followed seamlessly in spring 2025, delivering a corridor that blends functionality, safety, and environmental stewardship.
This project exemplifies engineering excellence and operational finesse. The contractor’s ability to manage high-volume commuter traffic safely, resolve complex utility conflicts, and execute intricate grading in a sensitive ecosystem underscores excellence in construction.
