Treatment
One of our primary focuses is wastewater treatment plant engineering. We provide planning, design, and construction engineering for our
wastewater treatment customers. Included among our designs are numerous advanced and secondary
treatment plants, land and water body discharge systems,
physical and biological nutrient removal systems; and biosolids
management facilities employing aerobic and anaerobic
digestion, dewatering with all contemporary dewatering devices,
beneficial reuse, contract disposal; and approximately 80 plants that involved upgrading/expansion/modifications to an existing facility.
I/I and SSES
Prior to beginning most significant conveyance project design, we complete a comprehensive report or planning study to identify current and future conveyance
facility needs. These reports and studies are usually preceded by extensive flow monitoring and/or infiltration/inflow studies (I/I) or sewer
system evaluation surveys (SSES), for which we typically
provide flow monitoring data collection, analysis services, and
televising review.
CSO, SSO, and CMOM
One of our areas of specialization in the environmental engineering field is conveyance and pumping of wastewater and stormwater,
as either combined sewer or separate sanitary and stormwater systems. Our experience varies from projects
including monitoring,
study (I/I, SSES), analysis (water quality), permitting, and extension and/or reinforcement of existing collection systems, to complete
planning (CSSOP, LTCP, SRCER), design, and construction supervision of new multimillion dollar sewerage and stormwater systems. In recent
years, we have planned and designed more than 400 miles of sanitary sewer and pressure mains
with sizes up to 180 inches in diameter. For more
than 57 years we have provided stormwater management services for flood control and, more recently, nonpoint source pollution control,
database management, and administration. We also
complete our services with an understanding of future CMOM
regulations and their impact on owners' operations.
Modeling
We have extensive experience with dynamic modeling of hydraulically-complex wastewater collection systems.
Models we use include XPSWMM, Hydra, and simple spreadsheets. The impact of wet-weather events (rainfall and snow melt) upon the hydraulic operating characteristics of wastewater conveyance systems
are universally understood to be adverse. Because of this, many are now developing hydraulic models of their conveyance systems to:
Gain a comprehensive understanding of how the system normally operates in dry weather and how it currently reacts
to various wet-weather events.
Utilize real time flow control strategies within the existing infrastructure (such as flow diversion) to maximize
capture and transport of flows to the wastewater plant for ultimate treatment and discharge.
Analyze future service alternatives to accommodate population growth and infrastructure improvements.

Water Quality
We've specialized in environmental consulting throughout our history and are well qualified to complete many
types of environmental science and engineering projects related
to surface and groundwater quality.
We have the capabilities to perform watershed assessment
through comprehensive monitoring and modeling studies. This
includes experience with water quality evaluations involving
runoff and pollutant assessment, TMDL calculation,
and groundwater model preparation.
TMDL
Total Maximum Daily Load (TMDL) analyses require an approach
integrating several of our areas of expertise. Project team members
include engineers and scientists from our environmental sciences/water quality technology discipline, our stormwater management department,
and our wastewater treatment discipline. We also have assisted many communities in the review and negotiation of TMDLs prepared by regulatory
agencies. This service has allowed our clients to save
or defer millions of dollars in new treatment plant
upgrades that would have provided little water quality
benefit compared to other watershed activities.
Stormwater Permitting
We are recognized for our
stormwater permitting expertise. Senior members of our staff sat on
WEF’s Stormwater Task Force that provided input to USEPA between 1988
and 1990 when the Phase I Rules were published. A member of our staff
now sits on the Stormwater Committee of the Nation Association of Flood
and Stormwater Management Agencies (NAFSMA), Water Environment
Federation (WEF) Watershed Management Committee, and Chairs WEF’s
Surface Water Quality and Ecology Committee. We also have staff working
with state regulatory agencies to develop Best Management Practice (BMP)
standards and guidelines.
Permits
We have provided consulting services to both municipalities and industries relative to the environment. We are skilled in assisting clients
with technical permit issues and the administrative protocol for permit development. Our permitting strategies have resulted in our clients
saving millions of dollars in construction costs.
Environmental Site Assessment
We provide environmental site assessments (ESA) for local municipalities, agencies and organizations,
and private industries.
Our assessments allow clients to evaluate potential environmental risks related to subsurface and surface conditions, neighboring properties,
or site structures and the existing site materials. Whether the project is a Phase
2 assessment at a vacant field or a more
involved subsurface contamination investigation at an industrial facility, we have the expertise to meet the needs of the project.

Environmental Compliance
We offer various compliance services that allow facilities to
remain in compliance with local, state, and federal regulations,
realize cost savings through operational changes, and identify
practices that have high environmental liability. Typical
environmental compliance services include:
• Facility environmental compliance audit preparation
• Air permit application completion
• Air emissions inventory preparation
• Hazardous waste inventory and compliance preparation
• Wastewater permit application and monitoring plan
preparation
• Storage tank evaluations
• Spill prevention control and countermeasure plan
preparation
• Tier Two and Form R filing completion
• Stormwater permitting and Stormwater Pollution Prevention

Brownfield Redevelopment
Our brownfield services combine the expertise of many of our
service areas to provide our clients with the knowledge-base
needed for these projects. We understand the multidisciplinary
approach required to move these projects forward, as well as the
stakeholder and public involvement required for community
acceptance. From obtaining financial assistance to getting the
project started to providing clean-up services and designing new
infrastructure, we will assist you through all phases of the brownfield redevelopment to make it a success and an asset to
your community.

Remediation
We provide remediation services to our clients to successfully
reach cost-effective site closure. We address the technical,
economic, and regulatory issues of each project to meet the
needs of our clients. Our staff of engineers, geologists, and
scientists provide design, construction, operation/maintenance,
and long-term monitoring services.

• Long-term monitoring and closure
Wetlands
We have performed wetland permitting and design services
since 1989 and have provided wetland delineation,
mitigation, restoration, and construction and stream
restoration services since 1993. Much of this work
involves delineating and assessing impacted wetlands,
implementing appropriate avoidance techniques, and
developing innovative restoration methodologies. We are
active in planning and designing restoration/enhancement
projects that mitigate construction impacts to all types
of wetland, aquatic, and terrestrial habitats.
